ELN Progress Report

April-September, 2005

Goal 1. To build on existing projects and create new initiatives that take advantage of opportunities provided by emergent technologies and new resources to foster learner and researcher success.



1.1 Pursue new products and services that meet users' needs

  • Trialled and licensed the following new products: Canadian Literary Centre, Dictionary of National Biography, CINAHL Full Text, CINAHL Plus Full Text

  • Licensed Hospitality & Tourism Index for publicly-funded BC post-secondary libraries using one-time AVED special project grant

  • Licensed Encyclopedia of British Columbia Online for partner libraries using one-time BC ELN funding, in cooperation with Public Library Services Branch and the Ministry of Education

  • Updated netLibrary business collection, adding 64 new ebook titles

  • Trialled and licensed CUFTS Journal Database (CJDB)

  • Met with representatives from APA, EBSCO, Eduserv, Gale, McGraw-Hill, Naxos, Overdrive, OCLC, OVID to review new product offerings

1.2 Ensure existing products and services meet users' needs

  • Renewed the following database licences:

    Academic Search Elite & Premier, AccessScience, ACM Digital Library, American National Biography, ATLA/ATLAS, Business Source Elite & Premier, Canadian Newsstand, Canadian Reference Centre, CBCA Suite, CINAHL Index, Criminal Justice Abstracts, Encyclopedia Britannica Online, Encyclopedia of British Columbia, Encyclopedia of Life Sciences, Global Books in Print, Grove Art, Grove Music, Oxford English Dictionary, Oxford Reference Online, RefWorks, Reveal Research Alerts, Serials Solutions, SPORTDiscus, Wilson Databases, WorldCat

  • Coordinated the following training/information sessions: Open Source Software at the SFU Library, QPLegalEze Training,EBSCOadmin Training, ABI/INFORM Update

  • Developed and conducted ILL Update session (AGent & Statistics)

  • Initiated planning for fall training sessions

1.3 Support and expand provincial resource sharing network

  • Conducted survey of scanner requirements in preparation for Ariel upgrade. Ariel upgrade purchase pending until new version stabilizes and scanner testing complete

  • Upgraded to AGent version 2.3

  • Released ISO ILL and ILL Permissions Survey

  • Provided Patron ILL sample documentation

  • Provided practicum placement for SLAIS student focussing in the area of Resource Sharing

  • Implemented item-level shelf status checking for two sites (Malaspina and Kwantlen)

  • Participated in A-G User Group Meeting

1.4 Coordinate technical implementation of BCcampus Library Services Portal

  • Presented on portal development at CADE conference, May 2005

  • Worked with pilot sites to ensure proxy gateways enabled for pass-through authentication

  • Expanded knowledgebase to include entries for over 300 research databases and other electronic resources

  • Met with CPSLD BCcampus subcommittee to develop plan for next phase of Library Services development

  • Created admin module overview document for library administrators

1.5 Develop mechanisms for demonstrating the value of BC ELN services

  • Released 2005 ELN Communications Framework

  • Released 2004/05 Year in Review, providing a quantitative view of BC ELN services

  • Distributed press releases for province-wide database initiatives: Hospitality and Tourism Index, and Encyclopedia of British Columbia Online

  • Conducted informal survey of service evaluation methodologies in use by other consortia

  • Released May and August issues of ELN Connect

1.6 Develop three year strategic plan (2006-2009)

  • Defined preliminary requirements for strategic planning session

  • Researched and identified potential facilitators

1.7 Improve administrative infrastructure to better support operational requirements

  • Redesigned ELN web site, adding the following enhancements:

  • New web templates to facilitate navigation

  • Refactored billing system to streamline database invoicing and cost tracking

  • “What's New” section tracking announcements

  • ELN RSS feed upgraded to version 2.0

  • Site search functionality

  • Automated email event confirmation

  • WYSIWYG content editing for site administrators

1.8 Explore emerging technologies & trends

  • Presented/co-presented sessions on Open Access at BCLA, Beyond Hope, and Alberta Library Conferences

  • Prototyped web-based document delivery application (EDEN)

  • Published preprints of article on resource sharing and open access, and book chapter on database usage statistics and scholarly communications

Goal 2. To sustain existing and create new relationships with cognate organizations in order to gain efficiencies and economies and deliver improved services, systems, and information resources to British Columbia learners and researchers



2.1 Develop relationships within the sector

  • Met with AEMAC to discuss opportunities for cooperation in areas of mutual interest

  • Presented at Douglas College staff development day

2.2 Develop cross-sectoral relationships and initiatives

  • Participated in E-Health Library Working Group of the BC Academic Health Council (BCAHC). Actions included:

  • Surveyed BC ELN partner library commitment to:

    1. the formation of an e-HLBC Steering Committee, and

    2. meeting the financial requirements for participation in an e-HLBC consortium

  • Participated in e-HLBC Operating Committee Strategic Planning meeting

  • Participated in e-HLBC Negotiating Team (comprising 2 representatives each from post-secondary and health sectors)

  • Negotiated pricing and terms for portfolio of products endorsed by Negotiating Advisory Committee

  • Participated in the Ministry of Education's Education Resource Acquisition Consortium (ERAC) meetings; consulted on ERAC RFP development and response evaluation

  • Worked with Public Library and K-12 sector to coordinate cross-sectoral province-wide licence for the Encyclopedia of British Columbia Online (see also 1.1)

  • Participated in BC Public Library Virtual Reference Symposium, and attended meeting of BC Virtual Reference Committee (task group formed as an outcome of the Symposium)

  • Participated in BC Resource Sharing Management Meeting with Public Library Services Branch

  • Participated in BC Public Library Gateway Symposium

2.3 Maintain existing and create new relationships with relevant regional, national, and international consortia

  • Met with COPPUL and CKRN directors to discuss joint licensing initiatives

  • Co-chaired Consortia Canada meeting

  • Implemented redesigned Consortia Canada web site

  • Attended 16th Meeting of the International Coalition of Library Consortia, Boston, April 2005
