BC ELN - Progress Report: Sept 2005 - April 2006

October 2005 - March 2006

Goal 1. To build on existing projects and create new initiatives that take advantage of opportunities provided by emergent technologies and new resources to foster learner and researcher success.



1.1 Pursue new products and services that meet users' needs

  • Provincial Post-Secondary Virtual Reference Service: presented budget proposal to Ministry of Advanced Education, secured $130,000 in funding for software, training and communications, and prepared and issued RFQ working cooperatively the Provincial Public Library Virtual Reference Committee.

  • Released Annual Product Ranking Survey Report

  • Updated netLibrary business collection, adding 23 new ebook titles

  • Met with representatives from Bowker, EBSCO, McGraw-Hill, Emerald, Micromedia ProQuest, OCLC, OVID, and Overdrive to review new product offerings and training opportunities

1.2 Ensure existing products and services meet users' needs

  • Renewed 22 database licences.

  • Coordinated training/information sessions on EBSCOhost, BC Stats, Sociological Abstracts, ABI Inform / CBCA, Encyclopedia of British Columbia.

    Majority of in-person sessions were offered outside the Lower Mainland.

    Worked with vendors (BC Stats, Harbour Publishing (Encyclopedia of BC),Micromedia ProQuest, McGraw-Hill) to develop new training sessions and/or new approaches to online training.

  • Implemented Version 2 of GODOT, CUFTS, and CJDB for all participating partner libraries.

  • Participated in evaluation of user documentation for GODOT 2.

1.3 Support and expand provincial resource sharing network

  • Coordinated ILL Cost Structures Task Group, and implemented Recommendations. Fees for returnables (books) have been eliminated, and the BC ELN cost recovery fee reduced to partial cost recovery at $.35 per item, effective Jan. 1, 2006.

  • Participated in A-G User Group Meetings

1.4 Coordinate technical implementation of BCcampus Library Services Portal

  • Participated in BCcampus Learner Services Committee.
  • Updated knowledgebase and conducted quality control for gateway.

1.5 Develop mechanisms for demonstrating the value of BC ELN services

  • Conducted an Appreciative Inquiry Interview Exercise, in conjunction with 2006 - 2011 Strategic Planning. Developed a collection of stories about BC ELN's best which will inform future BC ELN communications.

  • Briefed Ministry of Advanced Education (AVED) staff on BC ELN services and initiatives.

  • Presented 2006/2007 budget proposal to AVED.

  • Released December 2006 BC ELN Connect

1.6 Develop five year strategic plan (2006-2011)

  • Conducted an environmental scan focussing on general trends in libraries and information technology for December 2005 BC ELN Connect article and Strategic Planning.

  • Developed and implemented the Electronic Brainstorm blog to invite participation from staff at all BC ELN partner libraries.

  • Planned and conducted an intensive three-day large group Strategic Planning session. Drafted Mission, a set of Core Values and Principles, a Vision, Strategic Vision Goals, and Bold Steps (Goals).

  • Released Summary and Detailed Reports to session participants to review for accuracy, and identified next steps in the planning process.

1.7 Improve administrative infrastructure to better support operational requirements

  • Implemented caching of website main page to improve response time.

  • Integrated intranet with BC ELN main web site and updated knowledgebase.

1.8 Explore emerging technologies & trends

  • Staff also:
  • Conducted breakout session on open access policy issues at the CERN Workshop on Scholarly Innovations (OAI4) conference, and reported on results.

  • Presented on peer review and collaboration at the Drexel University's E-Learning Group.

  • Moderates openaccess-archiving list

  • Editor of E-LIS, international LIS open access archive.

Goal 2. To sustain existing and create new relationships with cognate organizations in order to gain efficiencies and economies and deliver improved services, systems, and information resources to British Columbia learners and researchers



2.1 Develop relationships within the sector

  • Reported on BC ELN activities at October 2006 CPSLD meeting

  • Worked with Irving K. Barber Learning Centre on provincial ILL cost structures.

  • Attended CILS Workshop

2.2 Develop cross-sectoral relationships and initiatives

  • Participated in e-HLbc (Electronic Health Library of BC):

      • Library Working Group
      • Implementation Team
      • Negotiation Implementation Team
      • Training Implementation Team

    • Participated in development and launch of e-HLbc Business Case.
    • Achieved commitment on e-HLbc resource portfolio cost allocation.

    • Took responsibility for e-HLbc communications with post-secondary libraries

    • Finalized license agreements for involved vendors

  • Joint planning for resource acquisition with ERAC (Ministry of Education's Education Resource Acquisition Consortium) and Public Library Services Branch.

  • Joint planning for Post-Secondary / Public Library Provincial Virtual Reference; participated in BC Public Library Virtual Reference Task Group, Service Model & Evaluation Team, and Joint RFQ Evaluation Team

  • Participated in BC Public Library e-audio and e-text Working Group and Governance and Membership Model group

2.3 Maintain existing and create new relationships with relevant regional, national, and international consortia

  • Defining Consortia Canada role with Canadian OCLC network
